TC is not a registry editor or backup utility, it can't make registry backup.
You can take some kind of registry backup with just regedit.exe, just export upper level dir, also you can backup C:\Windows\System32\config directory (but it can't be done from your local Windows installation, you need to load your system in recovery mode or use some boot disk). And I'm pretty sure there are a lot of special registry backup tools that I'm not aware of.
And, why do you need a registry backup of clean Windows installation? It won't be useful on another Windows installation, but if you want to backup your current one, volume backup tool would be more useful.
