I cannot confirm either that <ctrl><f3> does not sort in the file-panel. It does do so here. Total Commander 9.0b17.
As you say that the problem started on your system 4 weeks ago, I wonder a bit whether you may have installed a software at that time which registers certain <ctrl> key shortcuts systemwide.
E.g. video driver software is likely to do such things. But other software might do the same.
You might use Nir Sofer's free utility HotKeyList in order to find out whether another application has registered <ctrl><f3> as a systemwide hotkey.
