EFS allows encrypting is available since Windows XP on file level but it doesn't allow sending encrypted files via Internet...
But I agreee, there are a lot of third party software (archivers, crypted containers, etc), and some plugins with encryption support (as I said, 7Z has good AES-256 support and may be decrypted w/o TC).
