Windows validates a few headers and refuses to start the program, so yes, the program doesn't get to say anything. But it is not guessing.
In the meantime I found that if I right-click a program and choose the default bolded menu item to run it, I do get the same message from Windows instead of Access Denied. In theory double-clicking should run the same command.
