You have missing, old or unregistered VisualBasic6 run-time library.

Extract mscomctl.ocx from VisualBasic6-KB896559-v1-DEU.exe
to C:\Windows\SysWOW64\
Regsvr32 "C:\Windows\SysWOW64\MSCOMCTL.OCX
