Eng :: compare contents - "access denied on file"

I got "access denied on file" error when use "compare contents" command.

First I tought it is because nas server security settings (qnap)
I activated windows ACL rules on server and checked R/W permitions of folders for users. (actually I access to server as admin rights).

Second, i checked from Pc side that "full control" of folders from security section of the folders that I compare (ALT+ENTER)

Third I updated TC to 9 B2
Still it is not possible to compare dirs by contents.

I noteced this error not related only nas server.
I have another pc which runs windows 10 home single lang and gives same error for compaing folders on internal drive C
