ok, these settings both are the room for icons![Smile]()
also, I got the ms paint icon not upscaled, right?
and when I checked "small icons" on and set their (second) size to 64, I got the same situation!
I suppose that the reason of it is the fact that each icon does not have a picture above 32x32:

(update: WCICONEX.DLL has max size 48x48 which is also insufficient)
